Bill 60 replaced Ontario's optional annual holdback release with a mandatory scheme: an owner now has to publish a Notice of Annual Release of Holdback (Form 6) on every contract anniversary, not just at project close — a recurring release contractors now have to plan cash flow around, project by project.
